The “humanitarian ceasefire” was announced on Sunday in a joint statement by the governments of the United States, Armenia and Azerbaijan. In a Facebook post, Armenian Prime Minister Nikol Pachinjan insisted that his country “continues to cling strictly to the ceasefire regime.” Yemen`s warring parties agreed a UN-brokered ceasefire for the Red Sea port city of Hodeidah back in December but, seven weeks on, deadlines have come and gone and much of the agreement has still not taken hold. “So far, the agreement has not translated into the access and impact we would like to meet the massive needs, not only in Hodeidah, but in other parts of the country.” Several attempts have been made to negotiate ceasefires during the Syrian civil war. [20] Turkey welcomed the ceasefire agreement, but said much more needed to be done. On 1 January 1949, a UN-brokered ceasefire was concluded between India and Pakistan, ending the 1947 Indo-Pakistan War (also known as the 1947 Kashmir War). In October 1947, fighting broke out in Kashmir between the two newly independent countries, with India intervening on behalf of the princely ruler of Kashmir, who joined India, and Pakistan, which supported the rebels. Fighting was limited to Kashmir, but as India feared it would turn to a global international war, India referred the matter to the UN Security Council, in accordance with Article 35 of the UN Charter, which deals with situations “likely to threaten the maintenance of international peace.” The Security Council established the United Nations Special Commission for India and Pakistan, which acted as a mediator for a year during which the fighting continued. Following several UN resolutions establishing a referendum settlement procedure, a ceasefire agreement was reached in late December 1948 between the countries, which came into force last year. The Security Council has established the United Nations Military Observer Group on India and Pakistan (UNMOGIP) to monitor the ceasefire line. [17] In 2018, India declared a ceasefire in the Kashmir Valley during Ramadan.

Further steps are envisaged under the Hodeidah agreement, but full redeployment – which was supposed to happen within 21 days – is the hurdle that needs to be crossed first. Hours before the agreement was announced in Washington, Azerbaijani President Ilham Aliyev delivered another fiery speech, promising a complete re-establishment of Azerbaijan`s control over its territory and even calling on the army to accelerate its operations. Later, he announced the recapture of Gubadli, the former capital of the district of the same name. Armenia and Azerbaijan agreed on a third ceasefire in a matter of weeks and, given the failure of the first two to end the hopes of combat, there were little hopes that it too would have a significant impact. Griffiths defended the Hodeidah agreement last week as a “generalist” and said that “initially emittimelines were quite ambitious” given the “complex situation on the ground.” But with headlines that describe the agreement as “wobbly,” “fragile,” even “failing,” here`s a deeper look at what`s been agreed, what`s happened since then and what can be expected. Before Stockholm, there was talk of a prisoner exchange – Griffiths told the UN Security Council that he was “on the verge of reaching an agreement on this issue” in November, even before the talks were safe.
